Tactical Innovation Cells (“Spark Cells”) are a decentralized network of innovation cells at Air and Space Force bases around the world that enable Airmen and Guardians to execute locally generated ideas and projects.

These decentralized innovation units are operated and supported by a base champion, charged with problem identification and solution in a rapid fashion. Spark cells focus on base problems and adding value to their customers.

Area of Responsibility

The area of responsibility for Spark Cells generally falls between the squadron and base level. This allows them to think big, start small, fail cheaply and scale fast! Spark Cells are a group of Airmen with a bias for action. They come from different Air Force career fields and bring diverse perspectives to the table. These varying perspectives provide different ways to support projects, allowing the individuals room to grow. They also educate base members on what innovation is, provide design thinking tools and teach courses that help mature the culture more.
