The Specific Topic program seeks innovative solutions for a very particular problem set with clearly-defined requirements as defined by an Air Force end user or customer. At times, the topics and requirements are not a dual-use capability, but rather, are specific to the DoD or DAF and solutions are proposed to those specific needs.

The Specific Topic operates in a Phase I, followed by a Phase II or Direct to Phase II approach.

How does the Specific Topic

Phase I

work?

A contract minimum of $180K is awarded to accomplish the following:

  • Six-month period of performance
  • Work with identified end user to address specific capability gap or problem statement
  • Conduct technical feasibility study
  • Delivers preliminary and final reports, and prepares Phase II application

Goal: Conduct feasibility-related experimental or theoretical research related to the overarching problem statement.

Phase II

Typical Phase II

  • Maximum award of $1.8M
  • Up to 24-month period of performance
  • Work with identified end user to continue R&D and further develop the technology solution from the completed Phase I
  • Deliver milestones in accordance with proposal milestone schedule

Goal: Continue the R/R&D effort from the completed Phase I award where the proposal has sufficient scientific and technical feasibility and merit. Specific Topic Phase II awards frequently result in development of a prototype.

Direct to Phase II (D2P2)

A contract minimum of $1.8M is awarded to accomplish the following:

  • Must demonstrate sufficient scientific and technical feasibility and merit to be eligible
  • Up to 24-month period of performance
  • Work with identified end user to continue R&D and further develop the technology solution
  • Deliver milestones in accordance with proposal milestone schedule

Goal: Initiate a Direct to Phase II award where the proposal has sufficient scientific and technical feasibility and merit despite the lack of a Phase I award. Specific Topic Phase II awards frequently result in development of a prototype.
